Subject: Call to Action for monitoring health risks due to massive Tear Gas deployment in Hong Kong

Dear Sir/Madam,

I am one of the many Hong Kong citizens who are deeply concerned about the health impact of tear gas on the general public, in particular the elderly, children and the pregnant women in Hong Kong.

Since June when the ongoing protests first started, Hong Kong Police Force has been repeatedly using tear gas in populous areas, including indoors. Its effects on daily lives and health of the public are profound. A sharp increase in the concentration of dioxin has been recorded in areas with widespread deployment of tear gas, allegedly due to a recent change to a mainland Chinese supplier.

On Nov 13th, a reporter who frequently works on the protest front-line has been diagnosed with chloracne. There are also reports of babies showing signs of allergic reactions after being exposed to tear gas at home. I strongly believe that all these health problems were related to the problematic tear gas deployed by the police.

According to the press, between June and Nov 12th, the police have deployed more than 7500 tear gas canisters, at locations including residential areas, commercial districts, and public transport hubs. As a civilian, I am extremely worried about the negative health impact that tear gas brings to the public, especially the vulnerable groups like breastfeeding mothers, infants, children and the elderly.

Due to the inaction of the Hong Kong government to address public concern, I sincerely urge WHO to carry out health impact assessments on the use of tear gas in residential areas, and to monitor the situation in order to prevent the events from bringing further serious negative health effects to the public.

我們是一群關心公眾、子女、老人、孕婦健康的香港市民。
由本年六月開始香港示威持續,香港警方於人口密集的地區多次發射催淚彈,亦曾於室內使用催淚彈。連月來不少市民投訴日常生活受到催淚彈影響,以致身邊出現不同的反應,更有傳媒測量到發放催淚彈時,空氣的二噁英濃度特別高,懷疑是警方轉用中國產催淚彈的後果。

於11月13日,一名經常於前線採訪的記者指出,醫經生證實後,已確認患上氯痤瘡。另外,亦有市民投訴,有嬰兒在家中,聞到催淚煙後有異常反應。我們相信這些健康問題與香港警方所發射的催淚彈有關。

根據傳媒報道,6月至11月12日,香港警方已發放超過7500枚催淚彈,發放地點除了在示威地點外,亦包括在民居、商業中心、公共交通附近。我們作為普通市民,非常擔心催淚彈會對公眾健康構成影響,尤其對一眾哺乳媽媽、嬰兒、幼童、及長者的健康風險。香港政府亦未能回應香港市民的憂慮,因此,希望世界衛生組織可以提供更多關於在民居發射催淚彈的健康風險評估,以及監察事件以防止事件對人類健康帶來嚴重影響。
